2. To take these kind of photos you want to use a tripod to have a steady photo and it's angled properly and use a HDR software that blends the photos you take into an HDR photo.

People could take HDR photos for multiple reasons but one of them is that a photographer couldn not like one of the photos they took, maybe the lighting was off or they didn't get the color contrast they wanted. So they make it into a HDR by blending all the photos with the different exposure levels.
